Alan Morgan’s career as an educator began in 1969 as an elementary teacher. He taught sixth, third, and first grades, supervised student teachers, and held numerous administrative positions in the New Mexico State Department of Education prior to becoming State Superintendent of Public Instruction in 1985. Morgan served twelve years as the chief state school officer for New Mexico prior to his retirement from the public sector in 1997. As State Superintendent of Public Instruction, he was the Constitutional Officer charged with oversight of the 89 school districts, 36,000 employees of the pubic schools, and an annual operating budget of two billion dollars. His career-long vision for public education has focused upon state leadership through clear standards, responsible assessments, and reasonable accountability.

During his tenure as State Superintendent, Morgan served as President of the Council of Chief State School Officers, Chairman of the National Indicators Panel for the U.S. Congress, and chaired or served on fifteen national boards and panels. He chaired the board of directors for Southwest Educational Development Laboratory, the Agency for Instructional Technology, the Educational Testing Service Visiting Committee, and served a dozen years as a Commissioner for the Education Commission of the States.

Morgan presently leads a professional consulting and government relations practice specializing in state educational policy support, product development advice, and government programs support. As President of High Desert Government Relations, Inc., Morgan serves as the senior policy advisor to several leading education-committed companies and national organizations. His client list includes such organizations as Pearson Education; MetaMetrics, Inc.; WESTAT Research Group; I CAN Learn, Inc.; DDS Southwest; and, the Education Commission of the States. Recent task-specific clients include Fox River Learning/EdMin; Plato-NetSchools; the National Center for Educational Accountability; the Council of Chief State School Officers; the National PTA; and, Voyager Expanded Learning.

Dr. Morgan lives in Albuquerque with his spouse, Harriet, and their four children: Brooke (2), Kathryn (9), Scott (13), and Chase (16).
